A new regulatory framework for monitoring air quality

Following a pilot campaign coordinated by the Ministry of Ecology between 2009 and 2011 in 310 schools and daycare centers, the government enacted Decree No. 2011-1728, which establishes mandatory monitoring of indoor air quality in public buildings.
With this decree, France isthe first countryto implementsystematic and mandatory monitoring of air quality in public access buildings.

Schools and daycare centers are the first institutions affected by this decree. These facilities, which care for aparticularly vulnerable population on a daily basis, have been required to monitor their indoor air quality since January 1, 2018. Secondary schools and vocational training institutions have been subject to this requirement since January 1, 2020.

Monitoring indoor air quality in child care facilities is based ontwo key points:

  • Mandatory assessment of ventilation systems
  • Air quality monitoring, with the option to implement:
    • An action plan developed based on a self-assessment of practices observed in the facilities, followed by the implementation of simple measures and guidelines for the use of the premises aimed at improving indoor air quality (IAQ)
    • A series of indoor air quality measurements conducted by a COFRAC-accredited organization, including testing for pollutants in the air (formaldehyde, benzene, CO2).
